Increasing efficiency in the Czech Republic

Energoprojekt, a subsidiary of the Nuclear Research Institute in the Czech Republic, needed a Data Management System that would help to increase efficiencies and improve the ordering process, while meeting specific functional criteria. This turned out to be the start of a nuclear success with BlueCielo Meridian Enterprise.

Energoprojekt, a subsidiary of Ústav Jaderného Výzkumu, the Nuclear Research Institute (UJV) in the Czech Republic, needed a Data Management System to increase efficiencies and to improve their ordering process. This project required a uniform system of registration and administration for all data related to procurement and the auditability of processes. The system further needed to cover the entire ordering lifecycle, including continuous monitoring of project progress.

BlueCielo first made contact with UJV in late 2010, when the company began accepting tenders for a Data Management System solution. Following a successful presentation in February 2011, BlueCielo was included in the list of potential suppliers allowed to tender for this project.

In March 2011, the first round of tenders was attended by 26 companies, including BlueCielo, which elaborated on responses to 14 questions regarding system functionalities. Examples included: system support for working with references and workflows; whether these functionalities were present in the kernel or needed to be added during configuration and implementation, and whether API’s were utilised. Based on these findings, UJV chose six companies for the next round: Intergraph, AutoDesk, Dassault Systemes, BlueCielo and two local companies from the Czech Republic.

The second round was announced in May 2011, when qualifying companies received an extensive (150 page) “Process Analysis”. Tendering companies examined each process and described whether their solution already included the required functionality in the kernel, whether it complemented the configuration and implementation and whether it made use of API’s. Three companies were selected from this round: Intergraph, Dassault Systemes and BlueCielo.

In July 2011, the final three companies received the exact script for a detailed, live presentation of the system: converting publications and presentations into pdf format, creating new documents from templates, running reports, data conversion into CAD document title blocks, working with references, API’s and more. At this advanced stage of the tendering process, the good communication and personal customer care offered by BlueCielo made a critical difference, and BlueCielo, along with Dassault Systemes, advanced to the final selection round.

Based on the fulfilment of set criteria and calculations, BlueCielo scored 94 points out of a possible 100 to win the tender convincingly from their competitor Dassault Systemes. UJV indicated that BlueCielo Meridian Enterprise was selected as it allows users to easily visualize their work, the system perfectly fulfilled their requirements and all the necessary functionalities were present in the solution.

UJV has indicated that if the implementation succeeds, the decision may be taken to extend the BlueCielo system throughout the UJV group: more than 1000 employees and 8 companies.
